On March 27, 1997, President Alexander Lukashenko set a decree, №217, to establish a standard for the President of the Republic to use when inside Belarus. It calls for the design of the National flag in a 1:1,2 ratio. Centered is the design of the Coat of Arms in a golden outline. The color of inside the arms is all red. On July 3, 1997, the standard was first displayed in Minsk, the capital of the Republic.
